Claiming and verifying a site

On this step, option 1's instruction is to add an html tag to my homepage.. In wordpress under Theme Editor, which theme contains the <head> that that I am suppose to add the supply the meta to? or for option 2's instruction is to upload an HTML file to my website.. which folder do I upload the file to?

Add the HTML to the root folder of your site, add the meta file to theme file headder.php of the theme. That is in cPanel>File Manager>public_html and cPanel>File Manager>public_html>wp-content>themes>(select your theme)>header.php respectively.
